HAL plans to speed up LCA Tejas production from 2025 with the addition of 3rd unit at Nashik facility

As the delivery of Tejas Mk1 is nearing completion and the date of the beginning of Tejas Mk1A delivery coming close, Hindustan Aeronautics Limited (HAL) is preparing to speed up the LCA Tejas manufacturing from next year.

To this direct, HAL has recently inaugurated a new production facility in Nashik, to speed up the manufacturing capacity of the Light Combat Aircraft Tejas. HAL already has two manufacturing facilities of LCA Tejas in Bengaluru, with a combined capacity of 16 jets per year, the Nasik facility is expected to boost the production up to 24 jets annually.

Although, according to some sources, the newly inaugurated Nashik LCA Tejas manufacturing facility is not fully ready yet to start production of Tejas Mk1A jets right now. Setting up of necessary infrastructure and training of the personnel there is still underway. HAL has confirmed that the Nasik facility will have the potential to produce more than 8 jets, but this additional capacity requires additional orders of Tejas from the IAF.

Initially, the Nasik facility was built for the manufacturing of export oriented LCA Tejas, but no such order have been secured by HAL in recent times from overseas countries.

However, the IAF has already shown interest to order 50 more Mk1A jets as a follow on of already contracted 83, and this facility may be utilized for the production of these additional 50 jets. This deal may be signed around 2025-26, when the Nashik facility will officially start producing Mk1A jets.

With the inauguration of the new Parliament building scheduled for tomorrow, May 28, Prime Minister Narendra Modi on Friday shared a glimpse of the iconic four-storey building, saying that the new Parliament House will make every Indian proud.

PM Modi gave a sneak peek into the new Parliament House through a nearly two-minute-long video with a “special request”. He will inaugurate the new Parliament building on May 28.

He also urged the people to re-share the video with their own voice-over which conveys their thoughts about the new structure that will replace the iconic circular building. He also asked the citizens to use #MyParliamentMyPride while posting the videos.

“The new Parliament building will make every Indian proud. This video offers a glimpse of this iconic building. I have a special request- share this video with your own voice-over, which conveys your thoughts. I will Tweet some of them. Don’t forget to use #MyParliamentMyPride,” Modi said in a tweet along with the video.


The ceremony to inaugurate the new Parliament building on Sunday will begin with an early morning havan and a multi-religion prayer followed by a formal opening in the Lok Sabha by Prime Minister Modi. New Delhi: PM Narendra Modi-led Central Government has completed 9 years in power at the Centre, having come into power in 2014 and winning a second term in the general election in 2019. The government has implemented several measures to bolster the Indian economy, focusing on growth and development.

With the goal of achieving a $5 trillion economy by 2025, the Central Government has developed a roadmap in collaboration with various stakeholders to position the Indian economy among developed nations.

In its latest report, the International Monetary Fund (IMF) projected India to be the fastest-growing economy globally, despite facing significant challenges such as financial sector turmoil, inflationary pressures, and the effects of the Russia-Ukraine war.

Earlier this year in February, IMF Managing Director Kristalina Georgieva stated that India’s strong performance remains a bright spot during a period of heightened uncertainties for the global economy.

Astonishing Improvement In Ease Of Doing Business

India has made remarkable strides in improving its ranking in the Ease of Doing Business index, an annual report published by the World Bank that measures the obstacles faced when opening or closing a business in a country. According to the World Bank, India secured the 63rd rank in 2022 among 190 countries, a notable jump from its 144th rank in 2014, the year when the Bharatiya Janata Party (BJP), led by Narendra Modi, first came to power after winning the general election and surpassing the Indian National Congress (INC).

Over the past nine years, India’s defence sector has witnessed a remarkable transformation propelled by the government’s ambitious initiatives, one of which is Make in India. Through a comprehensive range of policy initiatives and measures, India has fostered the domestic design, development, and manufacturing of defence equipment, bolstering its self-reliance and strategic capabilities.

The drive towards indigenous manufacturing has yielded significant results, with notable achievements including the production of advanced artillery systems, submarines, combat aircraft, missile systems, and much more. Even defence exports have increased substantially.

Defence platforms are at the forefront of representing a nation’s strides made in the defence sector.

The most highlighted defence product of the Indian defence industry is often cited as BrahMos. The missile was introduced in 2001, initially with 65 percent of its components from Russia. However, with constant efforts, the involvement of private firms, and indigenous initiatives, India last month successfully fired a completely indigenously built BrahMos missile, including its fuselage, seeker, and booster. The Indian Navy tweeted about its successful precision strike in the Arabian Sea.

India has also been quite successful in the surface-to-air missile department, from the indigenously built short-range air defence systems like Akash to jointly developing one of the world’s most potent and precise long-range SAM systems, the Barak 8. With a focus on boosting offensive capabilities, India has dedicated a large chunk of its resources to the development of its defensive posture. India is among the elite club to have indigenously developed its own ballistic missile defence capabilities. Recently, India performed the maiden flight trials of a sea-based interceptor missile, an endo-atmospheric variant, reaffirming its prowess to defend and thwart nuclear threats.

Not just defence, but India’s offensive capabilities have increased manifold. With Mission Shakti, India’s anti-satellite weapons test (ASAT), India achieved an accolade held by only four other countries, including the United States, Russia, and China. India’s missile program in recent years has been notable, with successful developments of a wide array of capable missiles, from the testing of anti-radiation missile Rudraam, Astra BVRAAM (beyond visual range air-to-air missile), to its Hypersonic Technology Demonstrator Vehicle (HSTDV).

Moreover, from the induction of Tejas, India’s indigenously-built Light Combat Aircraft (LCA), to an array of other aircraft from trainers to helicopters, India’s aerospace industry has showcased growing maturity. Interestingly, Hindustan Aeronautics Limited (HAL), ranked among the top 50 defence companies globally, is observing relative growth in its arms sales. The Indian government also has plans to expand the overall manufacturing prowess of the nation via Defence Corridors. One is being set up in Uttar Pradesh, and another in Tamil Nadu, with contributions from both central and state governments.

India has also been judicious in the acquisition of foreign systems, such as the S-400, and with Indian diplomacy playing a parallel role, it has helped India deflect the threat of US sanctions. Indian officials, through the export approval of specific defence products, have reiterated their interest in transitioning India from a weapons-importing country to an exporting one. Rajnath Singh, India’s Defence Minister, tweeted, “India’s defence exports have reached an all-time high of Rs 15,920 crore in FY 2022-2023,” substantiating India’s efforts. On Feb 5 , 2020, Prime Minister Modi stated at the DefExpo in Lucknow,” 2014, the export of defence equipment from India was approximately Rs 2,000 crore.” He added, “It has increased to Rs 17,000 crore in the last two years. Our goal over the next five years is to expand exports to $5 billion, or around Rs 35,000 crore.”


Not only products but initiatives as well. One of the most highlighted initiatives in recent years has been the Agnipath scheme, through which the Agniveers (recruits through the scheme) are offered an opportunity to join the armed forces. The scheme focusses on nation-building and provides a transformative recruitment policy, financial benefits, skill development, and a chance to serve the country.

The Short Service Commission (SSC) under the scheme provides numerous benefits to Agniveers as well. They receive training in military skills, fostering discipline, physical fitness, leadership, courage, and patriotism. Agniveers enjoy an attractive financial package, including monthly allowances and a one-time ‘Seva Nidhi’ package upon completion of their four-year engagement. They are provided with non-contributory life insurance cover for financial security. The skills gained during their tenure are recognised through certificates, enhancing their resumes. After their service, Agniveers contribute to nation-building and find re-employment opportunities, acting as role models. This scheme ensures a youthful and technically adept armed forces, striking a balance between experience and innovation. The path to permanent enrollment is also available for deserving Agniveers, creating further prospects for their career in the armed forces. NEW DELHI: India plans to push back against “agenda-driven”, “neo-colonial” country rankings produced by global agencies on topics like governance and press freedom, a key advisor to Indian Prime Minister Narendra Modi told Reuters in an interview on Friday.

Sanjeev Sanyal, a member of Modi’s Economic Advisory Council, said India has begun to raise this issue at global forums. He said the indices were being compiled by a “tiny group of think-tanks in the North Atlantic,” sponsored by three or four funding agencies that are “driving a real-world agenda.”

“It is not just narrative building in some diffused way. This has clear direct impact on trade, investment and other activities,” Sanyal said.

India ranked lower than Afghanistan and Pakistan in the new World Press Freedom Index released by Reporters Without Borders. It was below Pakistan and Bhutan in an academic freedom index by V-Dem Institute.

Over the past year, India has in various meetings pointed out the flaws in methods used to compile global indices used by institutions like the World Bank, World Economic Forum (WEF) and the United Nations Development Programme (UNDP), Sanyal said.

The “World Bank is involved in this discussion because it takes these opinions from these think-tanks and effectively sanctifies it by putting it into something called the world governance index,” Sanyal said.

The World Bank, WEF, Reporters Without Borders and V-DEM Institute did not immediately respond to requests for comment. UNDP said it would respond shortly.

Sanyal said the ratings also get hard-wired into decision-making through environmental, social and governance (ESG) norms and sovereign ratings. Multilateral development banks offer subsidised loans to ESG-compliant projects.

“The idea of having some ESG norms is not the problem in itself. The problem relates to how these norms are defined and who certifies or measures compliance to these norms,” he said. “As things are currently evolving, developing countries have been completely left out of the conversation.”

The matter is being taken up by the Cabinet Secretariat, which has held more than a dozen meetings on the issue this year, a government official said. The Cabinet Secretariat and finance ministry did not immediately respond to requests for comment.

India has said it plans to be an advocate for developing countries under its G20 presidency. Sanyal did not say if India has flagged the issue of country rankings with the G20.

“There are other developing countries who are also concerned about this because effectively this is a form of neo-colonialism,” he said, adding that concerned ministries have been asked to establish benchmarks and engage continuously with ratings agencies.

Tilakwada (Gujarat): External Affairs Minister S Jaishankar on Friday said wherever an Indian government delegation goes, people talk about India’s transformation and how the country is implementing welfare schemes on a grand scale.

The Union minister, on a two-day visit to Gujarat, was speaking to reporters at Vyadhar village in Tilakwada taluka of tribal-dominated Narmada district.

He performed ground-breaking ceremony for two ‘smart anganwadi’ centres, built with grants under the Members of Parliament Local Area Development Scheme (MP LADS).

The minister, a Rajya Sabha member from Gujarat, said the world has now understood that India is changing because Prime Minister Narendra Modi believes in doing things instead of only delivering speeches.

“Our PM recently visited Japan, Papua New Guinea and Australia. Usually, we talk on issues surrounding world politics and diplomacy during such visits. But now, wherever we go, people of that country start talking about India’s transformation. They are curious to know how India is implementing pro-people schemes on a grand level,” Mr Jaishankar said when asked about takeaways from the PM’s visit.

People outside India are astonished after learning about the scale at which these schemes are being implemented, the minister added.

The number of people covered under the PM Garib Kalyan Anna Yojna is twice the population of Europe, he noted.

“Those covered under PM Ujjwala Yojana are more than the population of Germany. We provided three crore houses under different schemes. Let’s say there are five members in each family. That means the scheme benefitted nearly 15 crore persons, that is the population of Russia,” the external affairs minister said.

The world has now understood that “this government is different and this PM is also different,” as PM Modi believes in implementing schemes at the ground level instead of “just dreaming and delivering speeches,” he added.

Later, the minister visited Amadla village in Garudeshwar taluka, Bhadod village in Sagbara and Malsamot village in Dediapada taluka of Narmada district to take stock of various developmental works.

In November 2020, Indian Navy had leased two MQ-9 UAVs to enhance surveillance over the Indian Ocean Region (IOR). The UAV was initially leased for a year but has been extended subsequently. The lease of these drones is set to expire in January 2024 and Indian Navy is further looking to extend its lease.

Importance of MQ-9A RPA

Since its induction, these RPAs has proven to be great assets. Due to their extremely high endurance, these drones provide real time domain awareness from the eastern board of Africa and Gulf of Aden to Sunda Straits in Indonesia and beyond. The leased drones were also used to survey the Chinese build-up all along the LAC after the May 2020 aggression by the PLA in East Ladakh.

The Indian Navy had used MQ-9 drones and the Boeing P-8I multi-mission aircraft to scan the entire 3,044km Line of Actual Control with China to understand the Chinese build-up all along the LAC. This has given the Indian military a clear idea of the Chinese army’s plans and capabilities. On November 22, 2022, the two MQ-9A RPA that is on lease has completed its 10,000-flight hour in exactly two years, with the maiden flight of MQ-9A taking place on November 21, 2020.

The armed forces are impressed with the MQ-9’s over-the-horizon ISR support for surface troops and Indian warships, as well as the platform’s remarkable endurance and operational availability.

Currently, Indian Navy uses MQ RPA for maritime surveillance from the Gulf of Aden to the Sunda Strait in Indonesia. The MQ-9As have helped the Indian Navy to cover over 14 million square miles of operating area. With its wide range of sensors, high endurance and its low operating costs, the MQ-9 can prove to be a complementary system for navies and air forces operating as maritime patrol aircraft.

Though some national security planners feel the Predator-armed drone is prohibitively expensive and find US-made manned Boeing P 8I aircraft sufficient for the job, the Indian military wants a mix of both armed and surveillance drones for country-specific missions. The operational cost of MQ-9 RPA is also much less compared to P-8I.

On 17th May 2023, INAS 312 squadron operating P8I aircraft based at Arakkonam clocks 40,000 hrs as the aircraft complete a decade of diverse Naval Operations. At the same time 2 MQ-9 UAVs have accumulated more than 10,000 flights hours in just 2 years.

Additional MQ-9 Procurement

India and US have been negotiating for the deal for additional MQ-9B armed drones for almost six years. India is the only non-NATO country cleared for the acquisition of this platform. The recent reports reveals that Indian Armed forces have pruned the requirement of 30 MQ-9 RPAs to 18 with each services getting 6 RPAs.

Local assembly of MQ-9 UAV

India has negotiated for the local assembly of the MQ 9 Remotely Piloted Aircraft (RPA). Indian Navy chief has told that at least 60% of the quantity of the aircraft proposed for procurement in India will be manufactured in India. For local manufacturing, General Atomics has partnered Bharat Forge to produce main landing gear components, sub-assemblies and assemblies for RPA.

As a part of MQ-9 deal, India is also looking for transfer of certain niche technology to DRDO required for indigenous design & development of HALE RPAS.

On September 08, 2021, the Cabinet Committee on Security had approved the procurement of 56 C-295MW transport aircraft from M/s Airbus Defence and Space S.A., Spain. On September 24, 2021, Ministry of Defence signed a contract with M/s Airbus Defence and Space S.A. for acquisition of the aircraft with associated equipment. This is the first project of its kind in which a military aircraft will be manufactured in India by a private company. The total cost of the project is Rs 21,935 crore. The aircraft can be used for civilian purposes as well.

The induction of C-295 aircrafts will be a significant step towards the modernisation of the transport fleet of Indian Air Force (IAF). The order is also expected to go beyond 56, with more orders expected from the coast guard & navy in the next few years. In addition, the aircraft is also likely to be exported in future to overseas customers.

Production & Delivery Update

As per the TATA-Airbus deal, 16 of the 56 C295 aircrafts will be delivered in flyaway condition from Spain within 48 months of signing of the contract which means first 16 C-295 will be delivered between September 2023-2025 and IAF will start inducting these aircrafts from next year.

The remaining 40 aircrafts will be manufactured in India by TATA Consortium & delivered within 10 years of signing of the contract i.e., by September 2031.

During the Defense Expo 2022, India has approved Quality Management System (QMS) for Airbus Defence. This the first time that DGQA has given QMS certification to a foreign aircraft manufacturer. The certification of the QMS is integral to the manufacture of C295s in India, which involves the full development of a complete industrial ecosystem – from the production of parts to assembly, test, and qualification, to delivery and maintenance of the complete lifecycle of the aircraft.

On October 30, 2022, the Prime Minister Shri Narendra Modi will lay the foundation stone of C-295 manufacturing project at Vadodara, Gujarat. Apart from making 40 aircraft, this facility at Vadodara in Gujarat would be manufacturing additional aircraft for Air Force requirements and exports.

The Make-In-India initiative of C295 aircraft will generate 600 direct & highly skilled jobs and 3000 indirect jobs. It will involve over 125 MSME spread over 7 states.

C295 – A versatile platform

The Airbus C295 is a new-generation tactical airlifter in the light and medium segment. It is robust and reliable but also highly versatile in terms of the number of different missions it can perform. The C295 conducts multi-role operations worldwide under all weather conditions. It is fully certified and routinely operates day and night in combat missions in all weather extremes, from desert to maritime environments, from extremely hot to extremely cold temperatures.

C-295 capabilities

The aircraft can perform a wide variety of missions effectively which includes tactical and logistical transport, parachute and cargo drop, medical evacuation, and maritime patrol. It has a Capacity to carry 73 troops / 48 paratroopers / 12 stretcher intensive care medevac / 27 stretcher medevac with 4 medical attendants. Normally Its Maximum payload is 7,050 kg but can be overloaded to 9,250 kg. The aircraft has a rear ramp door for quick reaction para dropping of troops and cargo. It is capable to taking off from short runways of around 1 km in length and land on semi prepared surfaces. It has flight endurance of upto 11 hours.

It will feature modern avionics, intuitive Human Machine Interface(HMI) with touch controls. It will easy the operation of fighter jet easing out the workload of pilots.

The aircraft would have an indigenous Electronic Warfare Suite. The Counter Measures Dispensing System (CMDS) for aircraft will be provided by BDL.

The two-day visit of the new German Defence Minister, Boris Pistorius next month for meetings with defence minister Rajnath Singh, is particularly significant as Germany is in the race for the Rs 50,000 crore deal for the manufacture of six submarines in India.

The RFPs were issued about two years ago and the replies from the two Indian firms– Mazagon Docks Limited (MDL) and Larsen and Toubro (L&T)– are expected in August. Germany, South Korea and others are in the race.

Pistorius, who arrives here on June 6, is expected to have discussions with other important personalities in South Block, including External Affairs Minister, S Jaishankar. The submarine deal is one of the biggest in recent times and the Navy, at the moment, is short on conventional submarines. In the past, India has purchased German submarines– the HDW boats are still part of the Navy’s fleet, The Navy’s newer submarines include the French Scorpene submarines, also made in India by MDL

The Indian position, now for all visitors are ‘atmanirbharata’, Make in India and Make for the World. The submarine deal, with either MDL or L&T will clearly be Make in India and the issue of more investments in the defence sector will also come up.

AFRICA OUTREACH

Defence Minister Rajnath Singh is also readying to visit Nigeria, one of the largest African countries. This is part of having closer ties with African militaries and Army Chief General Manoj Pande, was in the continent as well. Exercises with African armies and a conclave where most African nations participated are signs of the reachout. India wants to sell weapons to friendly African countries as well. Chandigarh: Indian Army’s Shatrujeet Brigade and the Western Command conducted a joint exercise with the Indian Air Force along the western border, officials said on Thursday.

The joint exercise was carried out to deploy paratroopers with new-generation weapon systems in support of mechanised forces deep inside enemy territory to facilitate and enhance the operational reach of their own forces.

C-130J Super Hercules, C-17 Globemaster and AN-32 aircrafts were used to insert troops and specialised equipment into designated areas in the obstacle-ridden terrain with clinical precision, an official statement here said.


“The exercise was carried out in realistic tactical settings and showcased the speed, agility and lethality of the paratroopers to induct into a hostile environment, secure dropping zones, and engage the enemy with surprise, precision and speed,” it said.

“A high level of operational preparedness and synergy was displayed between Western Command, strategic forces and the Indian Air Force to undertake integrated operations in an obstacle-ridden terrain,” it added.
